Pay Range: $130,134- $156,120
Job Summary:
The Region HSE Manager (RHSE) ensures assigned plants comply with all regulatory requirements including OSHA/EPA/NFPA/DOT programs and adherence to ISO14001/45001programs. Responsibilities include development of technical policies, programs, and procedures to achieve regulatory compliance, providing technical assistance to subordinate plant HSE Managers and Plant Leadership Teams, developing and maintaining relationships with regulatory personnel, conducting internal audits, risk assessment and hazard awareness communication.
Location Requirement: The candidate selected for this position must either already reside in or be willing to relocate to the Phoenix, AZ or Portland, OR areas.
Required Education/Experience:
- Bachelor’s degree in Health, Safety, or Environmental or an equivalent combination of education & experience is required; Master’s degree in HSE specialty is preferred.
- 5 – 7 years of experience in Health, Safety, and/or Environmental management including systems and policies development & implementation. Certified Safety Professional (CSP) certification is preferred.
- 3 – 5 years of experience in manufacturing environments in functions such as: Operations, Engineering, Quality, or Operational Excellence.
- Experience on shop floor, working with employees, and enhancing safety in manufacturing processes.
- Experience with ISO 14001 and ISO 45001 implementation and support, with proficiency in auditing for compliance. Certified Lead Auditor in ISO 14001 and/or 45001 is a plus.
- Strong verbal and written communication skills, with demonstrated capability in influencing others, building interpersonal relationships, and presenting information effectively to top management, public groups, and board of directors.
Job Responsibilities:
- Facilitate the hiring and development of plant HSE professionals through functional oversight, supporting plant HSE Managers in implementing corporate safety, health, and environmental standards in compliance with local, state, and federal regulations.
- Ensure proper accident investigations, serious incident reporting, and management of the Incident Management System (IMS) to track incidents, KPIs, and HSE engagement. Support plants in identifying and correcting unsafe conditions and conduct risk assessments as necessary.
- Interact with OSHA/EPA for regulatory reporting, complaints, and inspections, and represent the organization at local, state, and federal regulatory meetings. Collaborate with the Central Environmental Group and plant HSE Managers to oversee environmental reporting requirements, including EPA CERCLA (SARA Title III), RCRA, and permits for air, stormwater, and wastewater.
- Serve as the gatekeeper for healthcare services, including treatment for worker illnesses and injuries. Determine industrial hygiene monitoring needs (air, noise, heat stress, etc.), ensure monitoring is conducted, and review results against OSHA and ACGIH standards.
- Oversee plant Emergency Response Preparedness plans, enforce security precautions, and supervise plant accident investigations, including the preparation of materials and evidence for organizational use in hearings, lawsuits, insurance investigations, and internal reviews.
- Up to 75% travel is required.
